Throughout history, the phenomena of revelation and inspiration have remained among humanity’s greatest mysteries. While philosophy, theology, and kalām have all sought to unravel these experiences, would it surprise you to learn that the world’s most powerful intelligence agency—the CIA—once pursued the same question?
Then let us examine the evidence.
The 1983 CIA document Analysis and Assessment of the Gateway Process (McDonnell, 1983) discusses how human consciousness might transcend physical boundaries through energy, vibration, and resonance. Prepared by Lieutenant Colonel Wayne M. McDonnell, this study was based on the Monroe Institute’s Hemi-Sync technology.
According to the report, in states of deep contemplation or ecstasy, human heart and brain rhythms can align with this frequency; the person enters a kind of “cosmic synchrony.” “Consciousness achieves such a high frequency that the ‘click-out’ patterns become so closely spaced that … portions of consciousness continue to operate in dimensions between time–space and the Absolute.” (pp. 18–19)
The report’s central thesis is this: human consciousness can be brought into resonance with the universe’s fundamental energetic structure; when this occurs, the individual may transcend time–space limitations.
It explains this as follows:
“The universe is composed of interacting energy fields, some at rest and some in motion. It is the interaction of energy in motion which gives rise to what we perceive as matter. […] Consciousness is the organizing and sustaining principle of this interaction.” (McDonnell, 1983, pp. 7–8)
Consciousness is the organizing principle of all energetic fields in the universe.
A few pages later, McDonnell writes:
“The Absolute is the fundamental, conscious intelligence that is the source of all creation and to which all forms of energy return.” (p. 25)
This statement is, in essence, a scientific rephrasing of the idea of Divine Consciousness. Instead of using “God” or “Divine,” McDonnell employs “The Absolute – fundamental conscious intelligence,” suggesting a consciously intelligent Absolute in place of God. On the same page, he adds:
“Human consciousness, when properly trained, can resonate with the universal consciousness of The Absolute.” (p. 25, para. 3)
Translated: “Human consciousness, when properly trained, can resonate with the universal consciousness of the Absolute.”
The question they were exploring was essentially this: “Can the human brain, at certain frequencies, open itself to divine consciousness?”
McDonnell describes the Monroe Institute’s “Hemi-Sync” technology as follows:
“When the human brain entrains to audio frequencies, hemispheric synchronization occurs, creating a coherent pattern of brainwave output that can alter consciousness and permit access to nonphysical dimensions.” (pp. 10–11)
In other words, when the human brain resonates with specific sound frequencies, the two hemispheres begin to vibrate coherently; this harmony alters consciousness and opens a gateway to nonphysical dimensions.
McDonnell explains the scientific framework behind the study:
“Initially, based on conversations with a physician who trained with me in the Gateway Experience, I used Itzhak Bentov’s biomedical models to gain insight into the physical aspects of the process. I then turned to quantum mechanics to describe the nature and functioning of human consciousness. I needed a scientifically valid and reasonably comprehensible model of how consciousness functions under the influence of hemispheric synchronization techniques. Once that was done, I turned to theoretical physics to explain how expanded human consciousness transcends time-space and achieves the goals of the Gateway process. Finally, I returned to physics again to strip the out-of-body state of its occult connotations and place it within the language of physical science, making it subject to objective evaluation.”
Through this method, the CIA sought to reorganize human consciousness at a vibrational level in order to access “nonphysical dimensions”—that is, metaphysical realms—and thereby acquire information from beyond the visible world. McDonnell called this state “cosmic resonance of consciousness.”
As he put it:
“When consciousness achieves resonance with the Absolute, it escapes the boundaries of time and space.” (p. 26)
This is not, of course, a statement that directly explains the ontology of revelation or inspiration. The CIA and Monroe Institute were attempting to instrumentalize or scientifically replicate the process of revelation and inspiration. The intelligence behind the report recognized that the subject matter was deeply intertwined with organized religion and, aware of the potential backlash should the document leak, made sure to note that their conclusions did not contradict the core of any major faith tradition. The report explicitly states:
“Paradoxically, after taking such pains to avoid an occult or dogmatic frame of reference, I must briefly address the potential impact of the Gateway Experience on widely held belief systems. Although it is necessary to avoid framing the analysis within such systems, it is also necessary to clarify that the conclusions reached do not damage the fundamental tenets of either Eastern or Western mainstream religions. If this point is not made, some individuals might reject the Gateway concept as alien to their faith.”
Thus, the CIA attempted to reduce revelation and inspiration to a technical phenomenon—something that could be imitated or replicated by reproducing the physical conditions of “pure consciousness.” What they failed to grasp, however, was that revelation is not merely a vibrational event of the brain; it also requires moral integrity, ontological purity, and, ultimately, divine selection. No force, regardless of its level of consciousness or resonance, can compel God to reveal or transmit knowledge. Causes cannot constrain the Divine Will.
For a prophet to “resonate” with revelation or to “receive” it, he must not only reach a certain frequency but also ascend to the ontological level of being corresponding to that frequency. This involves moral and spiritual purification and depends on divine grace, will, and election. It cannot be achieved through mere meditation or brainwave synchronization. The Qur’an expresses this delicate balance vividly:
“Had We sent down this Qur’an upon a mountain, you would have seen it humbled and rent asunder out of fear of Allah.” (al-Hashr, 59:21)
Although the CIA eventually halted this program, the Monroe Institute continues its research. U.S. Air Force veteran Jacob Barber, in an interview with Ross Coulthart on NewsNation, claimed that during his service he worked with individuals possessing “psionic” (psychic) abilities. In conclusion, the question of what kind of reality revelation truly represents—how the Creator communicates, and how His manifestations unfold within the realm of being—remains shrouded in mystery, even as developments in quantum physics progress. Without divine will, no consciousness can enter into resonance with the divine on its own.
The entire universe, without doubt, is a text written by God with atoms whose essence we have yet to comprehend—awaiting interpretation. Scientists, in this sense, are its mufassirs, exegetes striving to read it. Every step taken toward understanding is precious. The more humans learn, the more they realize the depth of their ignorance before the Absolute and Eternal Being; meaning, as Derrida put it, will always defer itself.
The Gateway Report is far from an ordinary document. In subsequent writings, I will examine the intellectual, philosophical, and theological frameworks underlying it—as well as certain findings emerging from quantum research.
